Introduction
This document describes a problem that is encountered when the Cisco AnyConnect Secure Mobility Client does not upgrade properly after a Microsoft Windows system restore is completed. A solution to this problem is also described.
Prerequisites
Requirements
Cisco recommends that you have knowledge of these topics:
Components Used
The information in this document is based on these software and hardware versions:
The information in this document was created from the devices in a specific lab environment. All of the devices used in this document started with a cleared (default) configuration. If your network is live, make sure that you understand the potential impact of any command.
Problem
The AnyConnect Client fails to upgrade when:
In this situation, after the system restores and the next time that a user connects from the machine, the expected behavior is for the AnyConnect Client to upgrade itself because it runs an earlier version than that which is configured on the ASA; however, this does not occur.
Solution
When a VPN connection is initiated to a head-end, the AnyConnect Client does a comparison of the version that is currently installed on the machine and that which is configured on the ASA. In order to complete this comparison, it uses the information that is stored in the VPNManifestClient.xml file and/or the VPNManifest.dat file. If the version in the manifest file is earlier than the version that is stored on the head-end, and if the client profile is not configured in order to bypass the downloader, then the AnyConnect Client automatically initiates the process and upgrades itself.
Tip: On a Microsoft Windows machine, these two files are stored in this location: C: > ProgramData > Cisco > Cisco AnyConnect Secure Mobility Client.
In the previous scenario, before the system restore was completed, the manifest files indicated correctly that the AnyConnect Client ran Version X or later. However, after the system restore was completed, even though the AnyConnect Client version was downgraded, the manifest file was not modified. This occurs because the files are considered personal documents by Microsoft Windows and are not modified back to the old version. Instead, these files report the version that used to work prior to the system restore.

Cisco anyconnect your system has not been modified windows 7
Dear fellow cisco enthusiasts. 🙂
I am experiencing quite a strange situation.
We have upgraded our AnyConnect from version 4.x to 4.5 (04029) on the ASA.
I started to troubleshoot on these specific machines to check what is happening.
I’ve tried quite some option for example;
Basic reinstall. No success I receive same error.
Tried to delete known folders;
C:Program Files (x86 Cisco
Then tried reinstall, still same error.
Found article on cisco community regarding full removal of Anyconnect client which involved all reg keys attachted to Anyconnect client or msi file. Restarted the installation, still same error.
Tried to install older versions e.d. 3.1, 4.0 etc. same error.
So now you are wondering.. what is that specific error.
Well it says “installation ended prematurely” so…. Nothing technical.
I needed a little more information so I installed with specific commands to generate an installation log. (msiexec /i c:tempanyconnect-win-4.5.04029-core-vpn-predeploy-k9.msi /lv log.txt)
I received quite a large log, but I could find out at which part its necking the installation.
I hope someone can help me further.
The log file I will add as attachment.
It seems that windows is throwing error status 1603.
Thanks for the reply. The error code 1603 is trown multiple times in the logging.
I have checked the link you have send me, these steps I have tried but unfortunately the app is not showing in the «app list» or «programs list»
Somewhere, somehow there are still some files left behind. enough files to let Windows believe that there is something installed.
I know Windows is still seeing something because, when I tried to reset Windows 10 to factory default, there is an option to reset the system to factory default, but to keep your files. When I do this, Windows shows an list of applications which you have to reinstall. In this list the application Cisco Anyconnect is in that list.
I have followed the following manual to completely uninstall Cisco Anyconnect.
I could not find to many details on how to uninstall anyconnect in the link you sent.
I found a more comprehensive guide here:
Unfortunately this article didn’t help me further.
After a lot of trouble shooting I decided to do an reinstall of Windows 10 with behold of data.
Before Windows starts to do the reinstall it tells you which software needs to be reinstalled after the process. Guess what.. it tells me that Cisco AnyConnect needs to be reinstalled. So somewhere, somehow there is something left on the machine. So after this process Windows starts back up. Don’t ask me why but I suddenly have an Cisco AnyConnect shortcut on the desktop……
I browse to the Windows Apps list and the program is not listed in the apps list….after a reset to factory defaults…. Quite strange…
Well let’s try if the AnyConnect client will work now as it tells me that the program is installed.
Maybe It will work now.. double click… and the AnyConnect starts right up….
I try to make vpn connection and I receive error. “Bad modules found” it quits the program. I browse back to the apps list… program disappeared……
After this strange experience I decided to perform a clean install of Windows (so without behold of data) after this everything was alright and reinstalled AnyConnect client.
I am completely clueless whats going wrong. During the upgrade from Cisco AnyConnect 4.0.x to 4.5.x we have upgraded around 30 clients? And five clients have gone wrong. Not the same hardware. During the upgrade of AnyConnect something gets damaged (sometimes) and when it does happen, an clean install of Windows looks the only solution, unfortunately.
When any of you guys still have an idea, please let me know.

AnyConnect VPN.

Prerequisites
Requirements
Cisco recommends that you have knowledge of these topics:
- Basic knowledge of the upgrade and deployment procedures for the Cisco AnyConnect Secure Mobility Client
- Basic knowledge of Microsoft Windows
Components Used
The information in this document is based on these software and hardware versions:
- Cisco AnyConnect Secure Mobility Client Versions 3.x and 4.x
- Microsoft Windows® Version 7
- Cisco Adaptive Security Appliance (ASA) Versions 8.2 and later
The information in this document was created from the devices in a specific lab environment. All of the devices used in this document started with a cleared (default) configuration. If your network is live, make sure that you understand the potential impact of any command.
Problem
The AnyConnect Client fails to upgrade when:
- The Cisco ASA has AnyConnect Client Version X configured.
- The Microsoft Windows machine at some point in the recent past has had Version X or later installed.
- The system administrator completed a machine restore on Microsoft Windows to a point in time where the AnyConnect Client Version Y was installed, and Version Y is older than Version X.
In order to resolve this problem, you must delete both of the files (VPNManifestClient.xml and VPNManifest.dat), which should trigger the software upgrade during the next connection attempt.

I started getting this error when I open Cisco AnyConnect,
VPN Service not available
then
the vpn agent service is not responding please restart this application after a minute
Everything was okay. The only thing I suspect is altering the hosts file. I restored it. I tried lot of things, such as flushing the sockets and appending rn in the hosts file. It worked for a while and then broke again.
I’m using Windows 7 64-bit and Cisco AnyConnect 3.1.5152.

EDIT:
- On Windows Press Win+R (windows key and R) to open run dialog.
- Type «services.msc» and hit Enter to open Service Manager.
- In the Services Manager look for «Cisco AnyConnect Secure Mobility Agent».
- Right Click, Open Properties and Set «Startup Type» to «Automatic». Hit «Apply» and then «OK».
I had the same problem. I checked the services.msc for Cisco AnyConnect Service and found it was disabled for some reason. I just changed the service type to automatic and started it which solved the issue.
Hope it helps.

I got the same message:
The VPN service is not available. Exiting.
My solution is to uninstall the Cisco ANyconnect, and delete folder Cisco ANyconnect under Program Data, and restart. Install again with the same version.
Without removing previous folder it will not solve the issue. Try it.

I got this error after previously disabling Cisco AnyConnect Secure Mobility Agent in services.msc. For some reason, running Cisco AnyConnect from the taskbar doesn’t automatically restart this service.
Setting it to both «Automatic» and manually starting it by right clicking the service and selecting «start» fixed the problem.
